1. Overview

YouBC is an early-stage community AI commons for British Columbia. The current service provides basic AI chat and is still an MVP. This privacy policy explains what YouBC currently stores, how information is used, and what has not yet been implemented.

This notice is for transparency and product governance. It is not legal advice.

2. Current Service

The current YouBC production behavior includes loading `memory/constitution.md`, loading approved core `community_memory`, loading approved non-core `community_memory`, generating AI chat responses, and logging raw chat messages in `chat_messages` for operational purposes.

YouBC currently uses the OpenAI API as its AI provider. The model or provider may change in the future.

3. What YouBC May Store

• User messages sent through the chat interface.
• AI responses generated by the system.
• Session information such as IP address, session ID, or request metadata.
• Timestamps and operational records needed for reliability, safety, debugging, abuse prevention, and system administration.

4. Operational Logs and Community Memory

`chat_messages` stores raw operational chat logs. These records are not public community memory and are not automatically shared with other users, published, or treated as approved community knowledge.

`community_memory` stores reviewed and approved shared memory. Approved core community memory is loaded first by the backend to guide YouBC's public identity, privacy boundaries, and community principles. Approved non-core community memory is loaded after core memory as reviewed shared memory for public AI answers.

Core memory and approved non-core community memory are distinct. Core memory escalation is not implemented. Any conversion of raw chat into community memory requires candidate review, governance approval, promotion, and privacy safeguards such as anonymization when appropriate.

Raw `chat_messages` are not loaded as public memory context.

4. 运营日志与共同记忆

5. Knowledge Candidate Review

`knowledge_candidates` is a review queue for proposed knowledge candidates. It may contain AI- or admin-generated candidate summaries from selected `chat_messages`, including metadata used for privacy, risk, and governance review.

Candidates are drafts, not approved `community_memory`, not public shared memory, and not automatically used in public answers. Candidate approval alone is not the same as promotion to `community_memory`.

The current candidate workflow is an admin/governance MVP protected by admin authentication. An authorized admin can generate a candidate from a selected chat record, view candidate detail, edit draft candidates, reject candidates, archive candidates, approve candidates, and promote approved candidates to non-core `community_memory`.

Only promoted approved `community_memory` is used as public answer memory. Rejected, archived, pending, and approved-but-unpromoted candidates are not used as public answer memory. Candidate generation does not automatically publish raw chat logs, and candidate views show metadata and truncated source previews rather than full raw chat.

6. Features Not Yet Implemented

Core memory escalation, Genesis Circle or committee multi-person approval, ordinary-user governance controls, searchable memory, `library_chunks`, embeddings, hybrid retrieval, and reranking are not implemented yet.

7. Sensitive Personal Information

Please do not enter sensitive personal information unless necessary. Sensitive information may include legal disputes, medical information, financial details, identity documents, passwords, private keys, home addresses, phone numbers, immigration details, employment disputes, or personal family details.

YouBC should minimize collection and use of sensitive information. YouBC does not ask users to provide passwords, private keys, wallet seed phrases, or financial account credentials.

7. 敏感个人信息

除非确有必要，请不要输入敏感个人信息。敏感信息可能包括法律纠纷、医疗信息、财务细节、身份证件、密码、私钥、家庭住址、电话号码、移民细节、雇佣纠纷或个人家庭细节。

8. How Information May Be Used

• To provide AI chat responses.
• To operate, debug, secure, and improve the service.
• To review abuse, spam, safety issues, or system errors.
• To support future governance review of community knowledge, subject to human approval and privacy safeguards.

9. Access and Retention

Access to raw chat records should be limited to authorized operators and limited purposes, including system debugging, safety review, user-requested deletion, community memory review, and legal or security needs.

YouBC should not keep raw chat records longer than necessary. A specific retention period should be defined before broader public launch.

10. User Choices

Because YouBC is still an MVP, formal account controls and automated deletion workflows may not be available yet. Users should avoid submitting information they do not want logged. Future versions should define clearer request, deletion, retention, and review procedures.

11. Current Status

This privacy policy reflects the current YouBC MVP state. It should be reviewed and improved before broader public launch, especially as user accounts, review workflows, retrieval, library content, connectors, or additional AI providers are introduced.
