1. Overview

YouBC is an early-stage MVP AI community knowledge project for British Columbia. The current service provides basic AI chat and community knowledge features while the project tests product direction, governance practices, privacy safeguards, and operational reliability.

By using YouBC, you agree to use the service responsibly and only in accordance with these Terms, applicable law, and community standards. If you do not agree, you should not use the service.

2. Current Service

YouBC currently provides MVP AI chat responses and governed community knowledge features. AI answers may use `memory/constitution.md`, approved core `community_memory`, and approved non-core `community_memory`.

YouBC currently uses an AI provider such as the OpenAI API. The provider, model, system design, and available features may change later without notice as the MVP evolves.

2. 当前服务

3. AI Output Is Not Professional Advice

AI responses may be incomplete, inaccurate, outdated, biased, unsafe, or unsuitable for reliance. You are responsible for evaluating any response before using it.

YouBC does not provide legal, medical, financial, investment, tax, immigration, mental health, emergency, engineering, accounting, or other professional advice. Do not rely on YouBC for decisions that require qualified professional judgment. In an emergency, contact local emergency services or a qualified professional immediately.

3. AI 输出不是专业建议

AI 回复可能不完整、不准确、过时、有偏差、不安全，或不适合被依赖。你有责任在使用任何回复前自行评估。

YouBC 不提供法律、医疗、财务、投资、税务、移民、心理健康、紧急事务、工程、会计或其他专业建议。涉及需要合格专业判断的决定时，请不要依赖 YouBC。遇到紧急情况，请立即联系当地紧急服务或合格专业人员。

4. User Responsibilities

You are responsible for what you submit, how you use responses, and whether your use complies with applicable law. You should use YouBC for lawful, respectful, and community-oriented purposes.

You must not submit passwords, private keys, seed phrases, API keys, identity documents, sensitive personal information, confidential business information, or unnecessary third-party personal information. YouBC does not ask users to provide wallet seed phrases, account credentials, or similar secrets.

4. 用户责任

你需要对自己提交的内容、使用回复的方式，以及使用行为是否符合适用法律负责。你应以合法、尊重他人、面向社区的方式使用 YouBC。

请不要提交密码、私钥、助记词、API 密钥、身份证件、敏感个人信息、机密商业信息，或不必要的第三方个人信息。YouBC 不会要求用户提供钱包助记词、账户凭证或类似秘密信息。

5. Operational Logs and Community Memory

Raw `chat_messages` are operational logs, not community memory. They may be used for operation, debugging, safety review, abuse prevention, and system administration, but they are not automatically approved public knowledge.

`community_memory` contains reviewed and approved shared memory. Approved core memory and approved non-core memory may be loaded into public AI answers. AI may assist with suggestions, summaries, and drafts, but humans or governance bodies must approve and promote community memory before it is treated as shared knowledge.

Promoted non-core memory is not core memory. Core memory escalation is not implemented.

5. 运营日志与共同记忆

6. Knowledge Candidates

YouBC has an admin/governance candidate generation and review workflow. An authorized admin may generate a knowledge candidate from a selected `chat_message` for later review.

Knowledge candidates are drafts. They are not official public memory, are not public shared knowledge, and are not loaded into public AI answers unless promoted into approved `community_memory`. Candidate approval alone is not the same as `community_memory` promotion.

Admin/governance workflow can edit, reject, archive, approve, and promote candidates to non-core `community_memory`. Rejected, archived, pending, and approved-but-unpromoted candidates are not public answer memory. There is currently no promote-to-core-memory workflow and no ordinary-user governance control workflow.

6. 候选知识

YouBC 目前有管理员/治理候选生成和审核流程。授权管理员可以从选定的 `chat_message` 生成知识候选项，供之后审核。

7. Acceptable Use

You must not abuse the service, attack the system, scrape excessively, upload or submit illegal content, impersonate others, bypass security controls, interfere with the service, probe for vulnerabilities without authorization, or use YouBC for harmful activity.

Prohibited uses include spam, harassment, threats, exploitation, malware, fraud, doxxing, privacy invasion, rights violations, and attempts to overload, reverse engineer, or disrupt YouBC or its providers.

7. 可接受使用

你不得滥用服务、攻击系统、过度抓取、上传或提交非法内容、冒充他人、绕过安全控制、干扰服务、未经授权探测漏洞，或将 YouBC 用于有害活动。

禁止用途包括垃圾信息、骚扰、威胁、剥削、恶意软件、欺诈、人肉搜索、侵犯隐私、侵犯权利，以及试图使 YouBC 或其服务提供方过载、被逆向工程或被破坏的行为。

8. Content Rights and Intellectual Property

You retain any rights you have in content you submit. By submitting content, you give YouBC permission to process, store, transmit, display, analyze, summarize, and use that content as reasonably needed to operate, secure, improve, and govern the MVP service and its community knowledge workflows.

You should only submit content that you have the right to share. YouBC's name, branding, software, design, documentation, and service materials are owned by YouBC or its licensors and may not be copied or misused without permission.

8. 内容权利与知识产权

你保留自己提交内容中已有的权利。提交内容即表示你授权 YouBC 在合理需要范围内处理、保存、传输、展示、分析、摘要和使用该内容，以运营、保护、改进和治理 MVP 服务及其社区知识流程。

你只应提交自己有权分享的内容。YouBC 的名称、品牌、软件、设计、文档和服务材料归 YouBC 或其许可方所有，未经许可不得复制或滥用。

9. Community Standards and Governance

YouBC is intended to support useful, respectful community knowledge for British Columbia. Community memory should be reviewed, privacy-aware, and aligned with community governance practices.

YouBC may limit, suspend, remove, archive, restrict, or refuse content or access when needed for safety, security, abuse prevention, legal compliance, operational integrity, or community governance. These decisions may be made during the MVP stage with limited formal process while governance procedures are still being developed.

9. 社区标准与治理

YouBC 旨在支持面向英属哥伦比亚的有用、尊重他人的社区知识。共同记忆应经过审核，重视隐私，并符合社区治理实践。

10. MVP Changes and Availability

The service is provided on an MVP and early-stage basis. YouBC may change, pause, discontinue, test, restrict, or remove features at any time. The service may be unavailable, slow, incomplete, or interrupted because of maintenance, provider issues, security incidents, bugs, capacity limits, or other operational reasons.

11. No Warranties

YouBC is provided "as is" and "as available." To the maximum extent permitted by law, YouBC makes no warranties, representations, or guarantees about accuracy, reliability, availability, security, fitness for a particular purpose, non-infringement, or whether the service will meet your needs.

12. Limitation of Liability

To the maximum extent permitted by law, YouBC and its operators, contributors, service providers, and affiliates will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages, or for lost profits, lost data, business interruption, reputational harm, or reliance on AI output.

Where liability cannot be excluded, it will be limited to the greatest extent permitted by applicable law. Some jurisdictions do not allow certain limitations, so parts of this section may not apply to you.

12. 责任限制

在法律允许的最大范围内，YouBC 及其运营者、贡献者、服务提供方和关联方不对间接、附带、特殊、后果性、惩戒性或惩罚性损害负责，也不对利润损失、数据损失、业务中断、声誉损害或依赖 AI 输出造成的后果负责。

13. Legal Review and Updates

These Terms reflect the current YouBC MVP state and are subject to future legal, governance, and product review. They should be reviewed by qualified legal counsel before broader public launch, especially as accounts, moderation tools, candidate workflows, retrieval, library content, connectors, additional AI providers, or new user communities are introduced.

YouBC may update these Terms as the service changes. Continued use after changes means you accept the updated Terms.

本条款反映 YouBC 当前 MVP 状态，未来仍需法律、治理和产品审查。在更广泛公开发布前，尤其是在引入账户、审核工具、候选知识流程、检索、资料库内容、连接器、其他 AI 服务提供方或新用户社区时，应由合格法律顾问审查本条款。

YouBC 可随服务变化更新本条款。条款更新后继续使用服务，即表示你接受更新后的条款。
